To further standardize the dormitory management for international students, to ensure the efficient use of the international student apartments, to create a safe, comfortable, and internationalized environment of learning and living for international students, and according to the policies of the Administration Measures for the Schools in Enrolment and Cultivation of International Students by the Ministries of Education, Foreign Affairs and Public Security with Order No. 42, and the Regulation on Administration of Nanjing Agricultural University International Students (xiao wai fa No. [2018] 108) in combination with the actual situation of our institution, the Management Rules of Dormitory for International Students at Nanjing Agricultural University is now formulated.
It is hereby issued for compliance.

The Management Rules of Dormitory for International Students at Nanjing Agricultural University
To further standardize the dormitory management, to ensure the efficient use of the international student apartments, to create a safe, comfortable, and internationalized environment of learning and living for international students, and according to the policies of the Administration Measures for the Schools in Enrolment and Cultivation of International Students by the Ministries of Education, Foreign Affairs and Public Security with Order No. 42, and the Regulation on Administration of Nanjing Agricultural University International Students (xiao wai fa no. [2018] 108) in combination with the actual situation of our institution, the Management Rules of Dormitory for International Students at Nanjing Agricultural University is now formulated.
Chapter I General Provisions
Article 1 The rules apply to foreign students who receive an education at our institution, and who do not have Chinese nationality.
Article 2 The International Student Apartment Facility of Nanjing Agricultural University (hereinafter referred to as the international apartment) refers to the apartment residential building designated by the university for international students to live and to rest in.
Article 3 The international apartment of Nanjing Agricultural University shall be professionally managed. The College of International Education shall be responsible for the student accommodation arrangement and ideological education. The logistics group company shall be responsible for daily management and maintenance of the apartment. The accounting department is responsible for collecting accommodation fees.
Chapter II Check-in, Change and Check-out
Article 4 The international students officially admitted by Nanjing Agricultural University are eligible to apply for admission to the international apartment. According to the principle of application in advance and arrangement on overall demand, the assignment of international apartment rooms will be made with no mixed-gender occupancy in double rooms. International students are required to follow the arrangements of the university and stay in the assigned room.
Article 5 New international students shall, at least two weeks prior to the registration date, submit their written applications in the manner provided in the letter of admission. Those who do not submit the application or do not submit before the specified date will not be admitted. Old international students applying for the international student apartments should submit a written application in advance as well.
Article 6 After the application for accommodation is approved, the College of International Education shall issue a notice of occupancy, and international students shall present their passports, student ID or other valid ID documents and the notice of occupancy to the front desk of the apartment for check-in. New international students should check in no earlier than three (3) days before the check-in date and no later than fifteen (15) days after the check-in date. Failure to check in within the specified period of time shall be deemed as an automatic waiver of the eligibility.
Article 7 International students shall pay the cost of the accommodation according to the standard of accommodation fee approved by Nanjing Agricultural University. International students of credit education (hereinafter referred to as "credit students") shall pay the accommodation fee on a semester basis. International students of non-credit education (hereinafter referred to as "non-credit students") shall pay the accommodation fee according to the actual time of stay. International students under the inter-institutional agreement programs shall pay the accommodation fee according to the relevant agreement terms.
Article 8 Before paying the accommodation fee, the College of International Education shall confirm the accommodation time and specific amount of the cost with the international students. Once confirmed, the international students shall not change the accommodation time of stay with no force majeure factor, and the paid accommodation fee will not be refunded. Students of credit education shall deposit the accommodation fee into the personal bank account designated by the university administration within the specified time limit. Non-credit education students can use other payment methods according to the actual situation. Payment receipt must be submitted to the College of International Education for verification and record. Failure to pay the accommodation fee within the specified time limit shall be deemed as an automatic waiver of the eligibility.
Article 9 An international student intends to request for change due to special circumstances, he/she shall apply to the College of International Education. International students can only apply for change for one time during the period of the study. The College of International Education will process the change requests within two weeks before the end of each semester.
Article 10 International students who require to study in school beyond the length of schooling and who need to continue to live in the international apartments shall submit an application for extension of stay to the College of International Education in advance. The College of International Education will decide whether to approve or not the extension of stay according to the actual rooming situation of the international apartment.
Article 11 International students, who leave the university due to suspension, withdrawal, transfer or graduation, shall apply for withdrawal from the international apartment at least two weeks before leaving the university. The College of International Education will issue a notice of leaving for international students who have applied for and been approved, and who have not paid the accommodation fee and have exceeded the residence time limit. The notice of leaving shall be sent to the international student in a written format. In case the international students refuse to sign for the receipt, the notice may be sent by lien. Due to difficult communications to reach the international students, school website, news media and other methods shall be used as public announcement. International students are required to check out before the date specified in the notice of leave. At the time of check-out, the key, the power card and the remote controller should be returned to the service department of the international apartment of the logistics group company and the furniture, equipment, doors, windows and other public goods in the room are ensured to be intact. In case of any arrears, they should be paid for. In case of any deficiency, the responsible person shall make compensation according to the price. If the responsible person cannot be confirmed, the cost shall be shared by the rooming students. For those who have not applied for withdrawal but leave anyway, who have not paid the full accommodation fee and refused to move out, or who have applied for withdrawal and got approved but fail to remove out their personal belongings within the specified time, the university has the right to designate two or more staff members to clean up their personal belongings. In case of any loss, the international students shall bear the consequences themselves.
Article 12 International students must register for the temporary residence within 24 hours of their arrival in the apartment. If there is no way to check in the international apartment within 24 hours after entry into China, the international students should make self registration of the temporary residence and re-register after check-in. Applicants for off-campus accommodation should register for the temporary residence at the local police office within 24 hours of leaving the premises.
Article 13 In principle, international students may apply for off-campus accommodation. International students who wish to live off campus shall submit the application for off-campus accommodation within the prescribed time limit and the off-campus accommodation shall be approved by the university. During the off-campus stay, international students shall abide by Chinese laws, regulations and social ethics and respect the living habits of the Chinese nationalities.
Chapter III Management of Dormitory
Article 14 International students who live in the international apartment shall abide by the regulations of the dormitory management, such as the registration of visitors, safety inspection, health management and maintenance management.
Article 15 Visitors, who enter into and leave the international apartment, shall present valid ID and register with their real names in the duty room of the apartment. The visitor time of the apartment is from 8:00 to 22:00. Visitors during non-visitor hours or without registration shall not enter into the international apartment. International students are not allowed to keep any visitors to stay in the international apartments over the nights.
Article 16 International students should correctly use the furniture, electrical appliances and equipment provided in the apartment. It is prohibited to damage apartment items, change or replace items or move positions without permission, as well as to mark walls or furniture or leave scratches.
Article 17 International students shall consciously keep the room and apartment clean and tidy, protect the facilities and items in the apartment, and keep the public area clean and tidy. No graffiti in public areas and no articles are allowed in public places. If any personal articles are left in public areas for more than three days, the management team may dispose of them as ownerless articles. It is strictly prohibited of throwing anything outside of the building. No flower pots are allowed to be placed outside the window. Dumping garbage in non-designated places is strictly prohibited.
Article 18 It is forbidden to make loud noises, use large audio equipment to play music, organize parties and other activities that may affect others' study and rest in a room or public area.
Article 19 Inflammable, explosive, drug, radioactive, corrosive and other dangerous goods are strictly prohibited to be stored and used in the apartment. Pets are strictly prohibited.
Article 20 Any gambling, drug use, sexual intercourse and other activities in violation of Chinese laws and regulations are strictly prohibited by international students. Pyramid selling activities and foreign currency trading are prohibited in apartment buildings.
Article 21 International students shall pay attention to the safety of electricity use and ensure that all electrical appliances are turned off when leaving the room. It is forbidden to use electric appliances such as electromagnetic oven, heater, refrigerator and microwave oven in the room. It is forbidden to cook in the room, install electric wires temporarily, install electric appliances or reinstall lamps and lanterns, change waterways, pull wires privately, and connect lamp holders randomly. Any student who fails to comply with the above safety regulations will be subject to disciplinary action as the case may be. Students who cause heavy losses shall be investigated for legal responsibility.
Article 22 International students shall conscientiously perform fire prevention and take good care of fire facilities. Do not close or block fire exits. Smoking and any flame is prohibited in the apartment.
Article 23 International students should strengthen safety awareness, lock the doors and windows upon leaving the room, and keep the valuables properly. Duplication of room keys or transfer of room keys and campus cards to others are strictly prohibited. Change of locks or installing additional locks are not allowed. Beds are not transferrable.
Article 24 If the equipment and facilities in the apartment need to be repaired or replaced, the international students should fill in the repair form and submit it to the duty officer. The related maintenance work will be arranged by logistics group. Maintenance personnel can be accompanied by the apartment duty officer to enter into the room for maintenance work. In case of damage caused by the international students, the maintenance fee shall be borne by the international students themselves.
Article 25 The inspection team (two or more persons) composed of the staff of the College of International Education, the logistics group and relevant units of the university shall have the right to enter into the apartment room upon prior notification, and the international students shall take the initiative to cooperate and shall not obstruct without reason.
Chapter IV Punishment for Violations
Article 26 The university may, in light of the seriousness of the cases, criticize, educate or take disciplinary actions against international students who violate laws, regulations or disciplines, and the relevant provisions of Chapters II and III of the management rules. For international students punished with demerit record or above, the university reserves the right to disqualify them from the international apartment. Disciplinary action will be served on the parties in time by written notice. International students who refuse to sign for the receipt may be served with a lien. The school website, news media shall be used for public announcement for those who are difficultly communicated.
Article 27 International students who have been disqualified from the international apartment shall move out of the apartment within seven (7) days after receiving the written notice. If the student refuses to move out, the university may prohibit him/her from entering into the apartment and has the right to clean up his/her personal belongings. The expenses or losses arising therefrom shall be borne by the international student who is disqualified from the international apartment.
Article 28 An international student residing in the international apartment may be directly disqualified from the accommodation if following behaviors are found. At the same time, the international students of suspected disciplinary violations shall be punished with reference to the "Nanjing Agricultural University Students Disciplinary Punishment Provisions" and other provisions. International students who violate laws and regulations and cause damage to the legitimate rights and interests of others and public property shall pay for the cost of the loss and the damage.
1. Engaging in illegal and criminal activities in the apartment;
2. Storing or using inflammable, explosive, drug, radioactive, corrosive, illegal electrical appliances and other dangerous goods in violation of the fire control safety management, and using open fire or causing other serious consequences;
3. Maliciously destroying public facilities and facilities in the room, resulting in serious damage to equipment and facilities;
4. Seriously disturbing public order and posing a serious threat to public security;
5. Verbally abusing or beating up the management personnel during routine inspection;
6. The transfer or lease of beds and rooms that cause property losses or casualties, or keeping visitors for overnight lodging that cause serious consequences;
7. Maliciously or repeatedly violating visa or dormitory registration regulations, resulting in illegal residence and serious consequences.
Chapter V Supplementary Provisions
Article 29 The Chinese version of these management rules shall prevail.
Article 30 These management rules shall be effective as of the date of promulgation. The previous management of dormitory for overseas students of Nanjing Agricultural University (Tentative) (xiao wai fa no. [2015] 134) shall be abolished at the same time.
Article 31 The College of International Education is responsible for the interpretation of these rules.
